convicted of serious criminal offences or who are well known to

the Police as wastrals who are a menace to the peace and good

order of the Colony, are exempted from banishment because of the accident of their birth. Such Chinese are not recognised by the Chinese Authorities as other than Chinese subjects, and in my

opinion this Government would be justified in denying to some of

them the hospitality of this Colony.

I am quite sure that the respectable Chinese

community would welcome such an alteration of the law. The matter

is one of increasing importance and I propose to address you

separately on the subject.
